Assistance for low-income residents and those in need: Call at any time the Emergency Hotline (914) 995-2099 at the Westchester County Department of Social Services. Credit & Indentity Theft concerns: For phone or in person or online help from a Certified Consumer Credit Counselor visit the National Foundation for Credit Counseling. To fight identity theft by monitoring and reviewing your credit report, even if you do not use or have credit, try (free, as required by law) Annual Credit Report.
Consumer information and publication downloads, free or low-cost, from Federal Citizen Information Center. The Irvington Public Libary usually has copies of a quarterly catalog of some of titles that you may order in hard copy from the FCIC.

Health Insurance Marketplace in New York:
Read Information You Need to Apply Fact Sheet (available in several languages) for New Yorkers. Find out about local in-person assistance by “navigators” here and specific information for New Yorkers (go to New York States’ official Marketplace** here).
We subscribe to Consumer Reports which covers health insurance issues, so ask at the Reference desk for the latest articles from CR; at home, you have access to ConsumerReports.org for product reviews and articles. Click here and log in with your library card number where it asks for “Patron ID.” See their online resources such as 8 expensive health insurance mistakes, and the more in-depth resources here. **We can help you to research the “New York State of Health: the Official Health Plan Marketplace” — just come into the Library.
School Tax Relief (STAR) program: New York States provides rebates based upon local school taxes paid. “You must own your home and it must be your primary residence.”
Senior Benefits Information Centers (SBICs) help older adults 60 and over and those caring for the elderly achieve a better understanding of Medicare (including prescription drug coverage), Home Energy Assistance Program (HEAP), food stamps and other benefit programs. Meet with trained counselors in a private setting in a public library. (Not available at Irvington Public Library.) Find out more here.
Tax Help: The Library has some tax forms, and we can assist you in finding online and printing forms and instructions that we do not have. Find Internal Revenue Services (IRS) help and forms. Find NY State Tax help and forms. You may be able to get your tax forms prepared and filed for free; find out at Tax Help, or call a local AARP volunteer tax help location: Dobbs Ferry Public Library (914-631-6614), Warner (Tarrytowns) Library (914)631-7734, and Greenburgh Multipurpose Center (914-631-8185). If you need help locating free tax help, call us at 914-591-7840 or come into the Library.
Unclaimed Funds are bank accounts, utility deposits, insurance payments, and other funds that are owed to you but the one holding the funds could not find the owner. After a while, these funds are given to New York State’s Office of Unclaimed Funds.
